Training and Technical Assistance for Local Health Departments and Local Governments by IPHA's Centric Illinois Preparedness Group (CIPG)

With declining grant dollars available, where can you turn to for assistance?

The Illinois Public Health Association (IPHA), via its Centric Illinois Preparedness Group (CIPG), is offering potential alternatives to assist local jurisdictions with their training and exercise needs. Dr. David Culp (formerly with Illinois Department of Public Health) and Joseph Gasparich (formerly with Illinois Emergency Management Agency) are joining forces with the Illinois Public Health Association to use their many years of experience and expertise to assist local health departments and local jurisdictions in exploring cost effective alternatives for their training and exercise needs. Dr. Culp and Mr. Gasparich are making themselves available to local jurisdictions and the private sector as consultants and mentors to local jurisdictions.

The Illinois Public Health Association is working diligently to secure grant dollars to bring cost effective training to the Illinois on such topics as animal welfare, incident management, managing training, public health emergencies and other pertinent topics that the local public health agency and emergency managers are dealing with.

In addition to these opportunities, IPHA is looking to assist local jurisdictions with planning, conducting and evaluating local emergency preparedness exercises. Dr. Culp and Mr. Gasparich can help local jurisdictions with grant submissions for local preparedness training and exercises and they can also assist in coordinating with State of Illinois agencies in making sure that their training and exercises are providing useful training that is in concert with the State of Illinois' direction and focus. Dr. Culp and Mr. Gasparich are also working to help local emergency management agencies and local public health agencies establish contacts with private business and industry to foster meaningful preparedness relationships that will benefit both the local entity and the private sector.

Joseph Gasparich holds a Bachelor of Arts Degree from Sangamon State University with additional course work in Public Administration. Mr. Gasparich was an IPEM recipient and holds a teaching certificate with the State of Illinois in secondary education; teaching for 7 years. Mr. Gasparich worked for 12 years with Illinois Emergency management Agency as a planner, trainer and the State Exercise Training Officer. Mr. Gasparich served as the lead state planner for the federally mandated TOPOFF II exercise. Mr. Gasparich was a Homeland Security Training Coordinator for the Illinois Fire Service Institute and coordinated incident management training throughout Illinois for 11 years. Mr. Gasparich has 33 years in the volunteer fire service, with 10 of those years as chief of a local department and 38 years in local EMS. He has served as an elected official at the county and municipal level and is a hazardous materials technician in Illinois.

David Culp holds a Bachelor of Science in Biology from University of Illinois at Urbana-Champaign; Master of Science in Microbiology from Hood College and United States Army Medical Research Institute for Infectious Diseases in Frederick, Maryland obtained while serving as an Army Biological Assistant; and a Doctorate in Microbiology, Biochemistry and Molecular Biology from Southern Illinois University School of Medicine in Springfield, Illinois. David was a Biological and Chemical Terrorism Advisor for Illinois State Weapons of Mass Destruction Team and for Illinois Rapid Response Infectious Disease Investigation Team.  He also served as a Centers for Disease Control and Prevention (CDC) Division of State and Local Readiness Project Officer and held the following positions at Illinois Department of Public Health:  Emergency Officer, Emergency Preparedness Division Chief and Office of Health Protection Deputy Director
