SUBJECT MATTER: HB 5465, HB 4599, HB 3043, HB 5395, HB 4497, HB 5094, HB 5725, HB 4831

HB4410 - $IDPH-HIV/AIDS (REP. HERNANDEZ N) Provides legislative findings. Appropriates specified amounts to the Department of Public Health for grants, expenses, and administrative costs of programs relating to acquired immunodeficiency syndrome and human immunodeficiency virus; the Getting to Zero-Illinois plan to end the HIV epidemic by 2030; the prevention, screening, and treatment services to address sexually transmitted infection cases; and the PrEP4Illinois Program to provide client navigation for pre-exposure prophylaxis services and medication access. Contains other provisions. Effective July 1, 2026.

HB4579 - $IDPH-LOCAL HEALTH PROTECTION (REP. FAVER DIAS L) Appropriates $10,000,000 from the General Revenue Fund to the Department of Public Health for local health protection grants for health protection programs. Effective July 1, 2026.

HB4831 - SNAP-HUMANITARIAN IMMIGRANT (REP. HERNANDEZ L) Amends the Survivor Support and Trafficking Prevention Article of the Illinois Public Aid Code. Extends eligibility for State funded cash assistance and SNAP benefits to humanitarian immigrants, subject to available funding, if they are not eligible for such benefits solely due to citizenship or immigration status requirements but otherwise meet the financial and nonfinancial factors of eligibility. Lists the classes of humanitarian immigrants eligible for SNAP benefits under the Article.

HOUSE PUBLIC HEALTH - Thu., May. 14, 2026, 8:00 AM, Room 122B Capitol Building

HR803 - HEPATITIS B AWARENESS DAY (REP. STAVA A) Declares July 28, 2026 as Hepatitis B Awareness Day in the State of Illinois. Urges promotion of hepatitis B vaccination as a highly effective and safe public health measure and supports removal of barriers to vaccination. Encourages development of an effective and actionable state hepatitis B strategic plan, as well as establishment of a hepatitis B working group to develop measurable goals.

HR810 - VACCINE AWARENESS DAY (REP. GRASSE N) Declares July 10, 2026 as Vaccine Awareness Day in the State of Illinois to continue educating the public on the importance of vaccination, initiate meaningful dialogue around vaccination, and encourage the uptake of recommended vaccines. Urges the Illinois Department of Public Health (IDPH) to inform healthcare providers and Illinois residents that vaccinations are a highly effective and safe public health measure and to increase public awareness about the importance of all Illinois residents receiving immunizations as recommended. Urges IDPH to specify the differences between recommendations.

In order to submit a witness slip, follow these steps.

  1. Click on witness slip link provided above.
  2. Under Section I—Identification: Enter your address and other information. If you’re filing as an individual, use your home address. If you’re affiliated with an organization but are not authorized to represent it, you might include the information under “firm/business”.
  3. Under Section II—Representation: It is recommended that you enter “self” or “NA”,  unless you’re authorized to represent an organization.
  4. Under Section III—Position: Under “Add Legislation”, use the dropdown menu to select “Introduced” or the amendment if appropriation. Under “Add Position”,  be sure to select “Proponent (Support)” or “Opponent (Oppose), then click “Add Position”. The position you added will appear to the right.
  5. Under Section IV—Testimony: Click “Record of Appearance Only”.
  6. Check the box to agree to the terms of the ILGA Agreement, check the box to verify you’re human, and click “Submit Witness Slip”. You’re all done!

 

Note: Even if you have submitted a witness slip on a bill in the past, you must submit a new witness slip each time the bill is posted for committee.
